Leo Rice, LCDC, B.AS.,A.A. – Counselor

Leo has been with the agency since September 2017. Leo is a Licensed Chemical Dependency Counselor and currently supervises the male inpatient substance abuse program for our agency. Leo is pursuing his Master Degree in Chemical Dependency Counseling through the University of Southwest (Hobbs, NM.). Leo has served for the United States Army from June 27, 1975 through June 27, 1981. Leo has experience with case management, group facilitator, assisting and supervising the TDCJ Therapeutic community and Homeless vets, vehicle mechanic, maintenance supervisor and plumbing. Leo Rice was born and raised in Okmulgee Oklahoma and has been living in the Texas Panhandle for over 20 years and enjoys spending time with his family and helping people in need. Sam Parker, BA, MA, LCDC – Counselor

B.A. In government and history, a minor in economics and education at The University of Texas, Austin.

M.A. In the history and philosophy of education with a minor in history at The University of Texas, Austin .

LCDC, licensed chemical dependency counselor in the State of Texas since 1985.

In addition to those experiences, he was a school teacher and coach, officiated basketball, tutored college students in government, economics and criminal justice, contributed original literature published in Varqa Children’s Magazine, and served as Plainview, Texas city council representative from 1998 to 2002. He was Assistant Professor of Allied Health at the Regional Occupational Center, South Plains College from 1978 to 1982, and juvenile probation officer for the 110th Judicial District at the Parent Adolescent Center in Floydada, Texas.

His relevant work experience in addiction includes coordinator/therapist for Project Hope, Lubbock Regional MHMR, executive director for Floyd Hale Lamb County Council on Alcoholism and Drug Abuse, outpatient therapist at Plainview Serenity Center in 2002-3, counselor for Reed Adolescent Center at Central Plains MH/MR/SA from 2005 to 2016. He started work at the Plainview Serenity Center, Inc. again in 2016, at the current location.

He is a widower, with grown children, grandchildren and great grandchildren. His hobby is unlearning the crash-landing dysfunctions of going down the wrong roads. His advise for others is, “If the boss is mad and says, “Do you think I look stupid?” Don’t answer her.
